RESUMO

Digital public goods (DPGs), if implemented with effective policies, can facilitate the realization of the United Nations Sustainable Development Goals (SDGs). However, there are ongoing deliberations on how to define DPGs and assure that society can extract the maximum benefit from the growing number of digital resources. The International Research Center of Big Data for Sustainable Development Goals (CBAS) sees DPGs as an important mechanism to facilitate information-driven policy and decision-making processes for the SDGs. This article presents the results of a CBAS survey of 51 respondents from around the world spanning multiple scientific fields, who shared their expert opinions on DPGs and their thoughts about challenges related to their practical implementation in supporting the SDGs. Based on the survey results, the paper presents core principles in a proposed strategy, including establishment of international standards, adherence to open science and open data principles, and scalability in monitoring SDG indicators. A community-driven strategy to develop DPGs is proposed to accelerate DPG production in service of the SDGs while adhering to the core principles identified in the survey.

The seismic resilience of water supply systems can be impacted by numerous factors, but what these factors are in the rural context of China is unknown. In this study, 41 potential influencing factors of seismic-resilience for rural water supply system (RWSS) were obtained through a literature review and semi-structured expert interview, comprising 26 general influencing factors (GFs) and 15 water supply safety influencing factors (SFs). This study verified and ranked these factors through a questionnaire survey delivered to RWSS stakeholders in Sichuan Province, China. Based on 123 valid, returned questionnaires, these factors are divided into 9 factor groups through factor analysis performed on GFs and SFs, respectively, of which "economic resilience" and "organizational resilience in disaster prevention stage" are shown to be the most important factor groups. Additionally, it found that the experience of earthquake events significantly affects the perceptions of stakeholders on the importance of certain factors. Specifically, stakeholders who have experienced an earthquake prioritize the post-earthquake resilience of the system, while those who have not experienced an earthquake prioritize the absorption capacity of the system in the disaster prevention stage. Thus, it is not appropriate to use fixed weights to evaluate the seismic resilience of RWSSs. Significantly, this outcome differs from existing findings on the resilience of Urban Water Supply Systems (UWSSs), where "technical resilience" is the key dimension. These findings can help decision-makers fully understand the factors affecting the seismic resilience of RWSSs in China, and in doing so, augment the strengthening of rural water supply.

China suffers from frequent large-scale earthquakes, posing a significant challenge to the development and integrity of its rural water supply system (RWSS). The earthquake resilience of water supply systems is understood to be a function of multifaceted factors, which are time- and space-dependent. Measuring the seismic-resilience of RWSS in China remains a challenge. This paper proposes a multi-stage comprehensive evaluation framework, focusing on the relationship between multi-dimensional factors and the seismic- resilience of RWSS in rural areas, across three stages: before, during and after earthquake events. This study comprises four steps: (1) Development of a multi-stage evaluation conceptual framework; (2) identification of seismic-resilience factors; (3) verification of the relationships between factors and stages; and (4) formation of the final evaluation framework. The relationship between multi-dimensional factors is confirmed by a method of triangulation through the quantitative analysis of PLS-SEM combined with the qualitative literature analysis, highlighting the causal approach of the resilience of RWSSs, so as to better understand the resilience state of each stage of disaster. Understanding these factors and their influence on the seismic capacity of RWSS will enable local authorities to recognize the existing advantages and disadvantages of these factors, so as to carry out better resilience practice in all stages of disasters.

It is unequivocal that human influence has warmed the planet, which is seriously affecting the planetary health including human health. Adapting climate change should not only be a slogan, but requires a united, holistic action and a paradigm shift from crisis response to an ambitious and integrated approach immediately. Recognizing the urgent needs to tackle the risk connection between climate change and One Health, the four key messages and recommendations that with the intent to guide further research and to promote international cooperation to achieve a more climate-resilient world are provided.

Public transport is a fundamental service for the resumption of work and production, but the enclosed environment and dense population create very favorable conditions for the spread of epidemic infections. Thus, effective public health interventions are urgently introduced. The objective of this paper is to quantitatively estimate the SARS-CoV-2 transmission probability and evaluate the influence of environmental parameters and individual intervention on the epidemic prevention. For this purpose, (1) we estimate the virus emission rate with Diamond Princess Cruise Ship infection data by Monte Carlo simulation and the improved Wells-Riley model, and (2) employ the reproductive number R to quantify diverse mitigation strategies. Different determinants are examined such as the duration of exposure, the number of passengers combined with individual interventions such as mask type and mask-wearing rate. The results show that the SARS-CoV-2 quantum generation rate is 185.63. The R shows a stronger positive correlation with the exposure time comparing to the number of passengers. In this light, reducing the frequency of long-distance journeys on crowded public transportation may be required to reduce the spread of the virus during the pandemic. N95 mask and surgical mask can reduce the transmission risk by 97 and 84%, respectively, and even homemade mask can reduce the risk by 67%, which indicates that it is necessary to advocate wearing masks on public transportation.

RESUMO

This article summarizes the proceedings of the four-session meeting (webinar) conducted by the Alliance of International Science Organizations on Disaster Risk Reduction (ANSO-DRR) on 18 May 2020. ANSO-DRR is an international, nonprofit and nongovernmental scientific alliance bringing together academies of science, research organizations and universities which share a strong interest in disaster risk reduction in the regions along the land-based and maritime routes of the Belt and Road Initiative. ANSO-DRR convenes an annual meeting to review its work progress and discuss its scientific programs. The first session was the opening statements and was followed by the introduction and updates on ANSO-DRR in the second session. The third session was the depiction of the big picture of ANSO, the umbrella organization of ANSO-DRR, led by the Assistant Executive Director of ANSO, while the fourth session was a presentation of perspectives on the strategic development of ANSO-DRR. One of ANSO-DRR's key strategies is to enhance disaster mitigation and response through multidisciplinary cooperation among disaster and healthcare sciences (i.e., health emergency and disaster risk management (Health-EDRM)). It aims to enhance DRR efforts by performing as an instrument in connecting people along the Belt and Road regions, focusing on DRR resource and database development, involving higher education institutions in DRR efforts and increasing disaster resilience in built infrastructures.
